I fear there's a difference between actual minors vs sys Littles who are constantly around older alters who can guide them and tell them not to but purposefully do not do so

You ignore and block.
Some systems are also minors. It's again like having a kid. They sometimes will listen, they sometimes won't.
If you do not wish to interact with kids online, then block and ignore them.
